Residents oppose proposed solar project at Barry County meeting; commissioners raise runoff and local-control concerns

Residents used the public-comment portion of the Barry County Committee of the Whole meeting to voice opposition to a proposed Solar Energy Project and to raise related environmental and governance concerns.

Joel Ibbotson of Rutland Township said he attended a recent Household Hazardous Waste Collection and raised questions about Drain Commissioner Dull’s involvement in the solar project. Kelli Case and Debbie Drake, both identified as from Baltimore Township, spoke against the solar project, while Dar Leaf addressed the balance of state and local control. Commissioners responded with a mix of technical and governance concerns. Commissioner Bruce Campbell said constituents in his District 7 are affected by the project, urged that Drain Commissioner Dull be included in project discussions, and asked the Equalization Director for clarification about a partial PA 116 property split and related back taxes. Commissioner David Hatfield referenced a prior water-quality research study at Gull Lake and emphasized the possible effects of sewer systems and fertilizer. Commissioner Mike Callton reported on elevated nitrate levels found at Jordan Lake and Commissioner Jon Smelker endorsed legislative work to return some powers to counties. Commissioner Bob Teunessen expressed concern about runoff from the solar project and thanked Campbell for his service.

The committee record shows no formal motion or vote to approve, deny or study the solar project; the remarks occurred during public comment and commissioner updates. Joel Ibbotson told the board that homeowners can request soil tests from MSU Extension. The committee adjourned at 10:01 a.m.
