Dubois County awards Bridge #254 pile-driving contract to meet schedule, warns motorists of temporary closures

Vice President Nick Hostetter and the Dubois County Commissioners awarded pile-driving work for Bridge #254 to E&B Paving after Highway Engineer Brent Wendholt said E&B could meet the project timeline.
Wendholt presented three pile-driving quotes and advised the county that CLR, Inc. (lowest bidder on price) could not begin until September, while Blankenberger Brothers provided a flat quote but had different availability. E&B Paving’s mobilization estimate and time-and-materials option made it the only contractor able to work in late June or early July, so the commissioners approved Wendholt’s recommendation; the motion carried 2-0.
Wendholt also presented the INDOT Community Crossings Matching Grant (CCMG) 2024-01 contract and requested authority to sign on the county’s behalf. The commissioners approved the contract and authorized Wendholt to sign it, voting 2-0. The CCMG paving project bids were later opened and read; bids will be taken under advisement and awarded at the June 17, 2024 meeting.
County Highway Superintendent Steven L. Berg reported progress on chip-seal overlays, noting completed work on CR 200 W and Old US 231 and planned work at sites including Holland Dumpster, Man Acres near Old Huntingburg Road, and the Ireland area; the Haysville Dumpster site was scheduled for preparation and paving midweek.
Berg said crews have encountered a growing number of motorists ignoring marked work zones and passing flaggers. For crew safety, the department will close work areas until a section is completed, and delays should be expected. The Highway Department posts a schedule of locations on the county website under the Highway Department drop box.
The county also accepted Phase 2 of the countywide bridge inspection and the draft report submitted by the inspector; the commissioners voted 2-0 to accept the report. The acceptance and the pile-driving award aim to keep the Bridge #254 replacement on the earlier schedule despite contractor availability challenges.
The bids for CCMG 2024-01 opened at the reconvened meeting and included CalCar Paving, J.H. Rudolph, E&B Paving and C&R Construction; the commissioners will consider award at the June 17 meeting.
Next steps: E&B Paving is expected to perform pile driving in late June or early July; formal award of CCMG paving contracts is scheduled for June 17, 2024.
