Fulton County commissioners approve $125,199.21 in payables, grant application, lease and bank signatory updates

The Fulton County Board of Commissioners on Nov. 4 approved routine county business including paying $125,199.21 in invoices, authorizing a park lease for a community tree-lighting, and approving grant and banking actions to support county property repairs and administrative transitions.
Commissioner Hervey P. Hann moved to approve payables dated Nov. 5, 2025 totaling $125,199.21; the board approved the motion “all in favor.” The payables were broken out as follows: Fund 100 (General Fund) $82,656.72; Fund 235 (Law Library) $192.30; Fund 238 (911) $12,998.07; Fund 400 (Debt Service) $28,833.66; Fund 801 (Pass thru Funds) $518.46.
The commissioners approved a lease with MainStreet McConnellsburg for McConnell Park to host the Fulton County Christmas Tree Lighting on Saturday, Dec. 6, 2025 from 4:00–6:00 p.m. Commissioner Hann made the motion to approve the lease and it was adopted unanimously.
Commissioner Steven L. Wible moved to approve and execute a CCAP 2025 Sallade Safety Improvement Program grant application requesting $26,552 to cover remaining parking-lot repairs at a newly purchased building on Lincoln Way West in McConnellsburg ($25,439.42) and to allocate the remaining $1,112.58 toward the purchase of a 4WD truck for the Sheriff’s Department; the motion passed "all in favor." The board also approved an updated PIMCC (Prison Inmate Medical Cost Containment) Associate Member Fee Agreement through CCAP; county staff said the program has not been used to date and would carry a one-time fee of $19 if activated.
Commissioner Hann moved to approve and execute a letter to Community State Bank related to the Treasurer’s Office transition following the early retirement of Bonnie Mellott Keefer and to approve a resolution from F&M Trust Bank updating authorized signers on all Treasurer’s Office accounts; both actions were approved unanimously.
The meeting included a Retirement Board signatory update (with Denny Koons of Raymond James) and the board adjourned at 12:01 p.m.
