Fulton County commissioners approve hires, payables and election certification

Fulton County commissioners on Nov. 18 approved payables totaling $152,769.34 and payroll of $124,586.59, authorized multiple invoices and contracts, and completed several hiring actions including two per-diem appointments and a full-time hire for the Prothonotary's Office.
Commissioner Hervey P. Hann moved to hire two per-diem employees, naming Stephanie Seibert and Nya Minnier, to be used on an as-needed basis pending clearances. The motion carried; Commissioner Randy H. Bunch abstained, recorded as a conflict of interest. Commissioner Steven L. Wible moved to hire Joanie Faith as a full-time Office Deputy I in the Prothonotary's Office effective Dec. 1, 2025; that motion passed unanimously.
Hann read a prepared statement supporting the per-diem hires and raising concerns about the county's hiring process: "We are moving to hire two Per Diem employees which will allow us to have help when needed instead of hiring individuals to be employed everyday, even when they are not needed. Myself, Commissioner Wible and HR Administrator Mary Huston interviewed for these positions and believe that someone is not hired because of who they are." No on-the-record rebuttal or response to that allegation was recorded in the meeting minutes.
The board approved and executed routine financial items, including a 1-year extended warranty for HART Verity Scan and Verity Scan Writer systems for $2,700 (term Jan. 18, 2026–Jan. 17, 2027), a Wessel & Co. CFO invoice for October 2025 for $10,987.50, and a HART invoice for ballot creation and programming in the amount of $10,599.39. Commissioners also approved and executed the first signing of the Certification of Computation of Election Results for the Nov. 4 municipal election as presented by Elections Director Linda Doyle.
