Fulton County commissioners approve Franklin/Fulton drug-and-alcohol agreement, hire enforcement officer and OK multiple invoices

FULTON COUNTY — The Fulton County Board of Commissioners on Jan. 13 approved a series of administrative actions and contracts, including a 2025–2030 Franklin/Fulton Drug & Alcohol Grant Agreement that designates Franklin County as the "single county authority" for the program, hired a new union Enforcement Officer and approved multiple invoices and personnel-related updates.
The board — Commissioner Randy H. Bunch (chairman), Commissioner Steven L. Wible (vice-chairman) and Commissioner Hervey P. Hann — voted unanimously to approve the Franklin/Fulton Grant Agreement #4100101172 after Executive Development Director Julie Dovey presented the measure. Commissioner Randy H. Bunch moved to approve and execute the agreement.
The meeting also addressed staffing. Domestic Relations Director Tina Gress requested approval to fill a vacant "Enforcement Officer 1" position. Motion by Commissioner Bunch to hire Angie Horton for the union position, effective Jan. 26, 2026, passed with all in favor. A brief Salary Board meeting followed to set Horton's salary per the collective bargaining agreement.
County finance items included passage of a motion by Commissioner Hervey P. Hann to approve account payables dated Jan. 13, 2026 totaling $135,622.38 (General Fund total $66,644.09; other funds itemized). Commissioner Hann also moved to approve and execute the 2026 Certification of County Funds as presented by Interim County Treasurer Amy Bishop; that motion passed unanimously.
The board approved several invoices and renewals: a CCAP PCoRP invoice (second installment) for $45,442 (motion by Commissioner Steven L. Wible), and a SAP&DC invoice for local county/transportation support in the amount of $8,598 (motion by Commissioner Bunch). The board also approved a renewal quote for ASPIRE two‑factor authentication as submitted by Rick Grissinger (Elect IT).
In personnel and policy updates, the commissioners approved the 2026 pay scale as presented by HR Administrator Mary Huston. They also approved an amendment to the HR Manual, Section 212 "Employee Benefits," to add an opt-out payment for employees who waive health insurance: "Opt-out of health insurance: Effective January 1, 2026, any eligible employee waiving health insurance coverage will receive a monetary payment that is pro-rated according to what is waived for that year. The maximum amount paid in a calendar year will be $1,020 ($85/month). The waiting period will be excluded when calculating payment. This opt-out will be paid with the final payroll in December or upon your resignation. You must leave in good standing in order to receive this payment." Commissioner Hervey P. Hann moved to approve the revision.
The board approved a burial expense application for veteran Floyd G. McGinnis (U.S. Air Force, 1964–1968) with payment to surviving spouse Janet McGinnis, and revised the LERTA application language to read "Inspection by Zoning Officer or Fulton County Planning." Commissioners also instructed staff to notify organizations to apply for hotel/motel tax funding once the county receives the fourth-quarter payment.
On property matters, the commissioners accepted Ronald Richards as the real estate agent for the county property at 119 N. 2nd Street, McConnellsburg, with a 3% commission on total sales (motion by Commissioner Bunch). The meeting included multiple executive sessions recorded for legal or personnel matters and adjourned at 11:33 a.m.
