Grant County P&Z approves slate of building permits, requests public hearings on two zone changes

At its June 12, 2025 meeting the Grant County Planning & Zoning Board approved multiple building permits — including telecom upgrades and residential outbuildings — and voted to request County Commissioner public hearings for two parcels seeking zone changes from Commercial to Agricultural.
Chairman Robert Ternes called the Grant County Planning & Zoning Board to order at 9:01 a.m. MDT on June 12, 2025. The board unanimously approved the meeting agenda and the May minutes.
P&Z Director Jason Albert reported on interagency coordination with Shannon Wangsvick, manager of the TCJJDA, saying the JDA will approve permit requests from the Lake Tschida area first and then forward approved applications to the Grant County P&Z office for review as needed. Albert also reported that the county commissioners approved a temporary asphalt plant conditional‑use permit with a condition requiring Central Specialties to post a $650,000 bond.
The board voted to add a zone‑change application from the Vandenburg family (Parcel ID 24317600) to the meeting agenda and then approved a motion to request a public hearing before the County Commissioners to consider reclassifying that parcel from Commercial to Agricultural. Committee member Matt Hager made both motions; Barb Kraft seconded each motion and both carried.
A separate zone‑change application from the Tischmak family (Parcel ID 24318100), also seeking reclassification from Commercial to Agricultural, likewise prompted a motion from Hager to request a County‑Commissioner public hearing; Kraft seconded and the motion carried.
The board reviewed and approved a series of building permits: BLD‑2025‑010 (Tom Jemilo, T‑Mobile) to remove and replace three antennas and radios on an existing cell‑phone tower; BLD‑2025‑011 (Shane Maher and David Kuntz) for a new shed/workshop; BLD‑2025‑012 (Blair Ransom, T‑Mobile) to remove and replace three radios and antennas; BLD‑2025‑013 (Blair Ransom, T‑Mobile) to add new equipment to an existing tower; BLD‑2025‑014 (Reid and Anne Carlson) for a new shed; BLD‑2025‑015 (Jon Anadolli, AT&T) for alterations/upgrades to an existing tower; and BLD‑2025‑016 (Jayar Kinsvogel) for a new gazebo. Motions to approve each permit were made and seconded by board members (movers and seconders recorded in meeting minutes) and carried unanimously.
The board set its next regular meeting for July 10, 2025 at 9:00 a.m. MDT and adjourned at 9:54 a.m.
Why this matters: The approvals clear the way for several telecommunications upgrades and local construction projects; the requested zone‑change public hearings will move parcel reclassifications to the County Commissioners for formal consideration.
