Council amends highway salary ordinance, approves job‑description updates and directs auditor on pay matrix work

At its March 10, 2020 special meeting, the Steuben County Council approved a set of personnel changes intended to provide hiring flexibility and updated job duties across county departments.
The council adopted Ordinance No. 938, amending the 2020 Salary Ordinance to authorize the Highway Department to hire one Truck Driver position classified as LTC‑C to fill a vacated Equipment Operator (LTC‑C) position. The ordinance reconfigures the 2020 Highway Department roster to four Equipment Operators, ten Truck Drivers and one Equip Op/Truck Driver. Ruth Beer moved to approve the ordinance; Dan Caruso seconded and the motion passed 7–0.
Crystal Dadura, human resources, presented revised job descriptions for the Highway Clerk and the IT Systems Administrator, saying additional duties were added but classifications and compensation would not change. Dadura said the commissioners had already approved the revisions; Jim Getz moved to approve the two amended descriptions and the motion carried 7–0. Dadura also provided a complete set of job descriptions for council review and asked for adoption; council approved that action as presented.
The council discussed Spillman, the county's public safety records and dispatch system, after Dadura and IT Director Tami Sumney explained the system requires a primary and secondary administrator. Sumney said she could serve as the interim primary administrator but could not maintain both the IT director duties and Spillman administration long term after David Spence left the department. Sheriff R.J. Robinson said the Spillman administrator role should sit with the Sheriff’s Office and supported hiring a dedicated Spillman Administrator where appropriate; Dadura said no additional position was being added at this time.
Auditor Kim Meyers and Dadura presented a proposed pay matrix for 2021 that would create three tiers based on job‑related experience (Level 1: no experience; Level 2: three years; Level 3: five years) and add a longevity pay component. The proposal also recommended offering hourly and annual salary structures for certain classifications and asked council to consider a 27‑pay schedule in 2021 to provide an extra paycheck during the year. Council asked the auditor and staff to prepare detailed calculations for the 2021 budget process.
The council approved the February 11, 2020 minutes (motion carried 5–0) with Dan Caruso and Richard Shipe recused due to absence from the February meeting. Vice President Ruth Beer moved to adjourn the March 10 meeting.
