Morton County Commission approves abatements, liquor license and loan authorization for Willow Road special assessment

At its July 23 meeting in Mandan, the Morton County Commission approved four abatements, a liquor license for The Post Events and authorized a loan for the Willow Road chip-seal special assessment project; Commissioner Zachmeier recused from the special assessment action. Routine agenda items including minutes and payroll were also approved.
The Morton County Commission approved a series of routine and project-specific actions during its July 23, 2024 meeting in Mandan.
Chair Nathan Boehm opened the meeting at 5:30 p.m. and the board unanimously approved the agenda, the minutes of the July 11, 2024 regular meeting and bills and payroll. Auditor Dawn R. Rhone certified the financial record for public inspection.
The commission approved four property tax abatements (nos. 6616–6619) by motion; the votes were recorded as "all voting aye." The board also authorized the Highway Department to accept bids for metal culverts, a procurement step to allow future contracting for road work.
Commissioner Zachmeier recused himself from action on a Special Assessment District item citing a conflict of interest. Following the recusal, Commissioner Buckley moved and Commissioner Morrell seconded a motion authorizing Auditor Dawn R. Rhone to make a loan for the Willow Road chip-seal Special Assessment project and to sign the loan documents. On roll call Buckley, Morrell, Leingang and Boehm voted in favor; the motion carried.
The commission approved a liquor license for Sixteen 03 Main Events LLC, doing business as The Post Events, on a motion by Commissioner Morrell and a second from Commissioner Leingang.
The county reported total expenditures of $1,204,517.02 for the period June 26 through July 11, 2024; the board noted that a detailed check register is available for public inspection at the Morton County Auditor’s Office during normal business hours.
The meeting adjourned at 9:01 p.m. Nathan Boehm signed as chairman and Dawn R. Rhone as county auditor on the meeting record.
