Steuben County Council approves multiple grant applications to fund youth services, policing and court programs

On March 10, 2020, the Steuben County Council approved applications for several state and federal grants intended to expand services for youth, court programs and local law enforcement.
Lisa (Lee) David, executive director of CAVA, asked the council to approve submission of a U.S. Department of Justice pass‑through grant application for $120,000 to fund trauma services for at‑risk youth ages 6–21. David said the award would cover a 36‑month period beginning Oct. 1, 2020, and requires no local match. Jim Getz moved to approve the application; Wil Howard seconded and the motion carried unanimously.
Sheriff R.J. Robinson requested approval to apply for a Community Oriented Policing Services (COPS) grant to fund three merit deputy positions. Robinson described a total project cost of $700,519 over three years, with a federal share of $375,000 and a required local share of $325,519. He told the council that any awarded positions must be fully funded by the county for at least one year after the grant cycle. Kenneth Shelton moved to approve the application; Linda Hansen seconded. The motion passed 6–1, with Council member Dan Caruso casting the lone dissenting vote.
Pam Feller, chief probation officer, sought approval to apply for two Indiana Office of Court Services grants: $70,883 for the July 1, 2020–June 30, 2021 period and a separate $60,000 award to continue funding two state‑mandated probation positions. Linda Hansen moved to approve both applications; Ruth Beer seconded and the council voted 7–0 to authorize submission.
Prosecuting Attorney Jeremy Musser requested the annual VOCA (Victims of Crime Act) grant from the Indiana Criminal Justice Institute for $82,210 covering Oct. 1, 2020–Sept. 30, 2022. Wil Howard moved to approve the application; Jim Getz seconded and the motion carried unanimously.
The council also approved an assessor request for additional appropriations in the Reassessment Fund to cover a part‑time help position and PTABOA expenses: $10,000 (part‑time help), $2,000 (PTABOA/consult), and $1,000 (FICA). Wil Howard moved to approve; Jim Getz seconded and the motion carried 7–0.
Next steps: the COPS award, if granted, was expected to be announced by June or July 2020; award dates and start dates for other grants were listed in the applications submitted to respective state and federal agencies.
