Council withdraws Robert’s Rules resolution, plans special meeting to review Model Rules

Council members spent a portion of the April 23 meeting debating R-24-03, a proposed resolution intended to limit debate before a member makes a motion and another seconds that motion, in alignment with Chapters II–IV of Robert’s Rules of Order, Newly Revised, 12th Edition.
Councilman Carlton B. Washington spoke in favor of strict adherence and asked for copies of any bylaws, standing rules or charters the council maintains. He cited section 4‑9‑120 of the South Carolina Code of Laws in discussing ordinance adoption and procedure. Councilman Charles T. Edens recommended that members review the South Carolina Association of Counties’ Model Rules of Parliamentary Procedure as an alternative for county practice.
After discussion, Chairman James T. McCain withdrew the resolution as presented and said staff will obtain copies of the Model Rules for a special meeting of council to consider whether to adopt or modify parliamentary procedures. The chair also said the county attorney would amend the resolution language if needed.
