Council approves zoning changes and an ordinance tightening special-exception variances

During its June 11 session, Sumter County Council handled several land-use matters. Planning Director Helen Roodman presented RZ-24-08 (1181 N. Pike W.) and said the applicant, Carl Croft, "identified no proposed uses or plans for the property at this time." Council granted first reading to that rezoning.
Council also advanced OA-24-03, an amendment to the Sumter County Zoning & Development Standards Ordinance that clarifies that variances from Article 5.b.3 special-design criteria must be sought through an ordinance text amendment to Council rather than granted by the Sumter City-County Board of Zoning Appeals. Roodman said the change "removes ambiguity" and places responsibility for altering special-exception criteria with Council. The Planning Commission recommended approval and Council granted second reading.
Two additional rezoning requests — RZ-24-06 (3520 & 3580 Thomas Sumter Hwy.) and RZ-24-07 (1033 Boulevard Rd.; 408 & 410 E. Red Bay Rd.) — received third-reading approval from council after staff reported no changes since first reading.
Council and staff characterized OA-24-03 as refinements to ensure the Board of Zoning Appeals may add conditions to approvals but may not reduce established special-exception requirements. The actions were unanimous.
