Sumter County councilmembers debate Robert’s Rules, leadership and Capital Projects list

Councilman Eugene R. Baten pressed concerns about the chairman’s leadership and alleged private meetings among council members, saying the leadership issues merited discussion. Chairman James T. McCain, Jr. and County Attorney Johnathan Bryan responded with references to the County Code and Robert’s Rules; Clerk Mary Blanding had earlier distributed an excerpt of Robert's Rules of Order, 12th Edition, related to minutes and reports for council review.
Councilman Carlton B. Washington urged a renewed focus on basic services for rural residents — particularly private dirt roads — and proposed rebooting the Capital Projects Sales Tax list of projects. Washington said the Capital Projects Sales Tax ordinance must be submitted to the Voter Registration Election Commission by Aug. 15; Chairman McCain said he would investigate whether changes were still possible but expressed doubt that the ballot list could be altered at this point. Administrator Gary Mixon said he would research outstanding questions about dirt roads and the referenced state transportation funds.
The minutes record debate among council members but do not show any formal motion to remove the chairman or to reopen the capital-projects process. The County Attorney and Clerk participated in clarifying procedural points; no executive session was held. The next formal council meeting date appears in the minutes as July 23, 2024.
