County hears private-road guidance may require special tax district; public commenters seek road repairs and procurement details

County Administrator Gary Mixon told Sumter County Council on July 23 that preliminary correspondence with the South Carolina Attorney General’s Office indicates the county likely would need to create a special tax district and develop easement language before it could lawfully perform work on private roads.
Mixon said the matter will be addressed in the Public Works/Solid Waste Committee on Aug. 13, 2024. Councilman Artie Baker noted that Councilman Carlton Washington will be involved in the committee’s work to consider emergency-access and public-safety concerns related to private roads.
During public comment, Rev. Lorenzo Dinkins asked council for help fixing a dirt road in Rembert. Myra Washington asked for additional information about a bulldozer procurement and the Solid Waste Fund balance, seeking clarification on the purchase process and amounts. Dr. Alexander Baten urged a return to more harmonious council deliberations.
The council took no immediate action beyond directing committee follow-up; specific funding or procurement details were not resolved at the meeting.
