Sumter County Council approves multiple rezoning requests and adopts solar setback amendment

Sumter County Council on Dec. 10 approved several land-use measures: rezoning requests RZ-24-22 (first reading granted, moving toward R-6 for an 11-unit residential complex at 425 Myrtle Beach Highway), RZ-24-19 (2950 Ebenezer Rd. rezoned from R-9 to Agricultural Conservation on third reading), RZ-24-20 (part of TMS#159-00-02-001 rezoned from R-15 to R-9 on third reading), and OA-24-06, an amendment to the Zoning and Development Standards Ordinance revising setback standards and clarifying special-exception review criteria for primary photovoltaic solar energy systems.
Planning Director Helen Roodman presented the items. For RZ-24-22, the applicant proposes an eleven-unit residential complex on a +/-37.39-acre parcel at 425 Myrtle Beach Hwy; the applicant is coordinating sewer service with City Public Services and the change is supported by the 2040 Comprehensive Plan and a pattern of residential development. Councilman Charles T. Edens noted concerns that R-6 restrictions could affect existing R-15 plans; Councilwoman Vivian Fleming McGhaney asked that a separate resolution be prepared to allow properties to auto-annex into the city if septic systems fail. Those concerns were entered into the record.
On OA-24-06, which specifically revises Article 5, Section 5.B.3.F for primary photovoltaic solar energy systems (NAICS 221114), the council voted to adopt the amendment at third reading after Planning Director Roodman said there had been no changes since prior consideration. Councilman Carlton B. Washington stated on the record that his prior concerns had been resolved.
All motions related to these zoning items were moved by Councilman Artie Baker and carried unanimously with ordinary seconding members noted in the record.
Action recorded: RZ-24-22 was advanced (second reading granted), RZ-24-19 and RZ-24-20 were adopted at third reading, and OA-24-06 was adopted at third reading. Council directed staff to prepare any necessary resolutions or follow-up documents as requested by council members.
