County adds leases, appointments and regulatory items to regular agenda; session adjourns unanimously

County Manager James Shubert presented several non-procurement items that were added to the regular meeting agenda for formal action. He described Air Evac EMS, Inc.’s request to lease a parcel behind the Industrial Park Fire Station for a manufactured home to serve as crew sleeping quarters; Fire Chief Meadows said the helicopter would be available 24 hours and that fuel sales would not be affected.
Shubert also noted the Waycross-Ware County Development Authority nominated Kim Bennett Callahan to fill Seat 2 beginning Jan. 1, 2026, replacing Candice Moody Rice, who has reached term limits. The public defender contract timing (Resolution 2025-23) was explained as a six-month approval to align the calendar-year contract with the county’s fiscal-year budgeting.
Code Department Director Dave Hanson requested a 120-day moratorium on alcohol delivery permits so county staff can review how state law and county ordinances intersect; he and commissioners discussed concerns about determining the purchaser’s age and differences between city and county Sunday-sale rules. Shubert said the moratorium item will be carried to the regular agenda. Shubert also presented Resolution 2025-24 to provide safety incentive pay of $125 for full-time and $65 for part-time employees, funded through the general fund and reimbursed via workers’ compensation refunds.
Commissioner Leonard Burse moved to adjourn; Commissioner Jon Tindall seconded and the motion passed unanimously. The work session adjourned at 5:48 p.m.
