Ware County commissioners table utility-coordination bid, approve Ammons Road drainage purchases and renew UGA Extension MOU

At its Sept. 22 called meeting, the Ware County Board of Commissioners tabled a $42,000 utility-coordination proposal from Roberts Civil Engineering, approved pipe purchases for Ammons Road drainage (concrete for cross drains, metal for side drains), and renewed a five-year MOU with UGA Extension. All motions passed unanimously among commissioners present.
The Ware County Board of Commissioners on Sept. 22 took several procurement and administrative actions and recorded a mix of public comments.
On agenda item A, County Manager James Shubert presented a proposal from Roberts Civil Engineering, LLC to coordinate with utility companies for planned paving work on Wadley Road, Elmer Thrift Road, Slash Pine Road, Banks Lane and Banks Road. The additional scope would consult with utilities to relocate poles, wires and water lines where conflicts exist and carry an added cost of $42,000. Commissioner Barry Cox moved to table the item; Commissioner Leonard Burse seconded and, with Chairman Elmer Thrift audible along with the other commissioners, the motion passed.
On agenda item B, Public Works Director Larry Thrift described frequent drainage complaints on Ammons Road and requested approval to purchase pipe materials. The record lists a metal-pipe total of $30,695.34, inventory stock of $6,518.40 and a project-specific concrete-pipe total of $32,019.44 (a project-specific subtotal is also listed in the record as $24,176.94). The commission approved using concrete for cross drains and metal for side drains after Commissioner Leonard Burse moved to approve and Commissioner Barry Cox seconded; all present voted in favor.
Agenda item C (an ESG – Industrial Water Park connection) was not discussed because Commissioner Timmy Lucas and ESG representatives were absent.
On agenda item D, County Manager Shubert presented a five-year renewal of the Memorandum of Understanding between Ware County and the University of Georgia Extension, last signed in 2020. Commissioner Barry Cox moved to approve the updated MOU; Commissioner Leonard Burse seconded and the motion passed with all present voting in favor.
Manager Shubert also provided project updates: discussion of an R-CUT on Albany Avenue will be deferred to the October meeting when all commissioners are present; Veterans' Day is being considered for addition to county holidays; and various road projects are moving forward, including the first part of the 2023 CDBG nearing completion and preparations to bid the second part for Katie Lane and Dusty Lane. Shubert said the county is researching right-of-way titles for the Albany Avenue overpass and expects a pre-construction conference on Sept. 26 for short roads projects. He noted that phase 2 projects on Screven Avenue and Lakeview Drive include a $1.6 million cost that the manager will discuss with the City Manager to see if the City will split that amount.
The meeting adjourned at 6:02 p.m. after a motion by Commissioner Burse and a second by Commissioner Cox.
