Ware County adds multiple procurement and elections items to regular agenda, including GDOT SAP grant and TextMyGov purchase

Software and grants: Board of Elections Supervisor Carlos Nelson described a proposed TextMyGov messaging system that would link residents to election information and allow issue reporting; the contract would cost $4,000 annually for three years. County Manager James Shubert also described a GDOT Safety Action Plan grant opportunity valued at $291,000 with a required 10% local match ($29,100); the application deadline was May 29, 2025 and GDOT provided a project list the county must use to select roads.
Equipment and contracts: Staff presented a single bid of $35,831 from Lewis Tool and Equipment for a four-post medium-duty lift (installation included). For field maintenance spraying at Trembling Earth the low bidder was Storey Landscaping at $29,000 but staff recommended keeping the current contractor (Coastal Sports Terf, LLC) because Storey’s bid form was incomplete. Fire Chief Dee Meadows presented two local quotes for Pebble Hill Fire Station No. 8 upgrades: C & T Metal Roofs & Construction $6,275 and Spencer Kelly $5,200 (the lower quote would void certain facia warranties); staff recommended approving the C & T Metal quote and authorized Chief Meadows to obtain additional quotes while repairs proceed. Public Safety Training Center Director Brian Varnadore requested replacement of four Quick Turn 360 target boxes totaling $14,614.70 and reported the Georgia State Patrol will send eight instructors for a handgun safety class.
