Tift County approves pension amendment, appoints clerk and county attorney, approves manager contract

The Tift County Board of Commissioners approved a package of personnel and governance actions during its Dec. 9 regular session, voting unanimously on a pension amendment, two appointments and a manager employment contract.
County Manager Jim Carter described a Defined Benefit Pension Plan amendment as the final step in a broader recruitment and retention strategy developed earlier in 2024. Carter said the amendment removes impediments to reengaging retirees, provides a mechanism to retain institutional knowledge and aligns benefits with neighboring jurisdictions. Commissioner Melissa Hughes moved to approve the amendment; Commissioner Paul Webb seconded and the motion passed 5-0.
Following that vote, the board appointed Miriam Jordan as county clerk and Anthony Rowell as county attorney. Commissioner Paul Webb moved to appoint Jordan; Commissioner Donnie Hester seconded. Commissioner Donnie Hester moved to appoint Rowell; Commissioner Paul Webb seconded. Both motions carried unanimously.
The board also approved an employment contract for County Manager Jim Carter. Commissioner Greg Wood moved to approve the contract; Commissioner Donnie Hester seconded. The motion carried 5-0.
Each of the personnel motions passed with five affirmative votes from the commissioners present: Chairman Tony McBrayer and Commissioners Paul Webb, Greg Wood, Donnie Hester and Melissa Hughes. Two commissioners, Fred "Buck" Rigdon and Stan Stalnaker, were recorded as absent.
Next steps: the appointed officials will assume duties as staffed and the county will implement the pension amendment according to its administrative process.
