Polk County switches RNG developer and adopts fixed royalty in term sheet revision

Polk County commissioners on Dec. 3 approved a revision to the Renewable Gas Project term sheet that names Grady Road Renewable Energy, LLC as the developer and replaces the previously proposed tiered-royalty structure with a fixed royalty.
County staff told the board that the October term sheet previously specified GFL Renewables as the developer. The board said the tiered royalty had too many variables outside the county’s control and that a fixed royalty would better protect the county’s financial position. Commissioner Ray Carter moved to approve the revised term sheet; Commissioner Gary Martin seconded. The motion passed with Commissioners Carter, Linda Liles, Gary Martin and Chuck Thaxton voting in favor and Commissioner Jordan Hubbard opposed.
The board’s action updates the contract terms the county will use in negotiating a developer agreement for the renewable gas project. The meeting record did not include the fixed royalty amount or a detailed financial model; county staff will advance implementation steps consistent with the term sheet.
