Polk County commissioners approve landfill agreement limits on regional and county-only waste

The Polk County Board of Commissioners voted Oct. 1 to approve amendments to the Restated Polk County Sanitary Landfill Operating Agreement that, according to the Sept. 25, 2024 term sheet, would limit acceptance of regional waste to approximately seven years and Polk County–only waste to approximately 25 years. Commissioner Ray Carter moved the resolution and Commissioner Chuck Thaxton seconded; the motion passed with Commissioners Ray Carter, Linda Liles, Gary Martin and Chuck Thaxton voting in favor and Commissioner Jordan Hubbard voting against.
The board’s action authorizes the county to proceed with the amendments in principle while leaving the final contract language and any legal details to the county attorney and staff for legal review and finalization. The term sheet cited at the meeting sets the two time frames but the commissioners did not adopt a final contract at the meeting; the clerk’s minutes record the approval as subject to legal review and approval.
Why it matters: the change narrows the period during which the landfill would accept waste from outside Polk County, which can affect regional waste-management partners, projected revenues and long-term landfill planning. County officials did not provide financial projections in the meeting minutes; the board’s vote authorizes staff and counsel to complete the final agreement for a future procedural step.
