Resident asks county to repair private Heather Lane; commissioners debate moving dumpsters and hear staff updates

At the Sept. 13 meeting, resident Joy E. Tuten told the Screven County Board of Commissioners that Heather Lane has developed numerous potholes, particularly due to bus traffic, and asked the county to maintain the road. Chairman Will Boyd responded that Heather Lane is a private road and the county cannot use public funds to maintain private property. Commissioner Rosa Romeo, who said she handles similar issues in her district, told Tuten she would collect Tuten’s information and follow up.
During commission and staff comments, a county staff member reported the library’s transformer would arrive Wednesday and that Y-Delta would connect the building’s secondary line after installation. Dionne Lovett, Executive Director of the CRC, introduced herself to the board.
Commissioner J.C. Warren proposed moving the Ditch Pond dumpsters to Cooperville because the current site is frequently abused; Commissioner Mike Dixon opposed the proposal, citing effects on residents in his district and asked for time to find alternatives. The board agreed to revisit the dumpster relocation next month. Commissioner Allison Willis suggested adding commercial cans at some dump sites to reduce roadside bulk dumping and asked about the status of items the fire department would surplus. County Manager Lori Burke said the GOV account must be linked to a checking account and she is trying to avoid linking it to the county’s general fund or fire fund.
The board recessed into executive session at 9:44 a.m. to discuss litigation and returned to open session at 12:39 p.m.; Commissioner Rosa Romeo exited executive session early at 12:15 p.m. Chairman Boyd adjourned the meeting at 12:39 p.m.
