Rachel Barnwell, who identified herself as the new executive director of the Screven County Development Authority, told the board she wanted the decision reconsidered and asked for more information about the facility’s exact location within the Industrial Park and how dumping from processing would be handled, saying she was concerned about effects on adjacent properties. The Planning & Zoning Board had opened a public hearing before the commission’s vote and recommended approval.
