Long County board approves 90-day moratorium on manufactured housing parks; reappoints chair in 3-2 vote

LONG COUNTY — The Long County Board of Commissioners voted on Jan. 7, 2020, to impose a 90-day moratorium on manufactured housing parks and approved a package of administrative and land-use actions, according to the board’s minutes.
The moratorium was approved unanimously after Commissioner Clifton Deloach moved for a 90-day halt and Commissioner Michael Phillips seconded the motion. The board’s minutes record the motion as passing unanimously.
The meeting also decided leadership and administrative matters. Commissioner Michael Phillips moved to reappoint Robert D. Parker as chairman for 2020; Commissioner Clifton Deloach seconded. Commissioners David Richardson and Michael Riddle opposed the reappointment, and the motion passed 3-2.
Other administrative measures approved included reappointing James Smith as county attorney; designating County Clerk Mary Ann Odum to receive Department of Revenue sales tax data under a recorded resolution; and appointing Jimmy Shanken to the Coastal Workforce Development Board of Directors and Brent Klinedinst to the Coastal Council on Aging Board of Directors. Those motions were recorded as passing unanimously.
On land-use matters, the board awarded a construction bid to Sikes Brothers Inc. for the Industrial Park Intersection project using OneGeorgia Grant funding; approved East Elim Properties’ rezoning request for a mobile home park (petition Z-019-002); and approved the Huntington Subdivision Phase 3 final plat. The rezoning passed 4-1, and the final plat passed 3-2, with the minutes naming which commissioners opposed each motion.
The board also approved courthouse and office closings and employee holidays for 2020 (motion passed 4-1), rescheduled regular monthly sessions to 9:00 a.m. at the Mary Ann Odum Government Annex Building (motion passed 4-1) and rescheduled work sessions to 9:00 a.m. (unanimous). The board approved compensation increases for commissioners — set at 15% — and for the chairman — set at 25% of the sheriff’s base rate; that motion passed unanimously.
The meeting was called to order by Chairman Robert D. Parker at 6:00 p.m. in Ludowici. Present were Vice Chairman Clifton Deloach and Commissioners Michael Riddle, David Richardson and Michael Phillips; county staff in attendance included County Administrator Chuck Scragg, County Clerk Mary Ann Odum, Deputy County Clerk Brandi Smiley, Finance Director Bernice Johnson and County Attorney James Smith. The minutes were adopted on Feb. 4, 2020.
