Ben Hill County approves transit and senior-meals contracts, names EMA leadership; manager reports finances and census outreach

Ben Hill County commissioners on June 4, 2019 approved several contracts and appointments and heard county-manager updates on finances, telecommunications and census outreach during their regular monthly meeting at the Ben Hill County Courthouse Annex.
Commissioners approved the FY2020 Senior Citizen Nutrition Contract to operate a senior center providing congregate and home-delivered meals. Commissioner Daniel Cowan moved to approve the contract and Vice-Chair Hope Harmon seconded; the motion passed with Commissioners Daniel Cowan, Hope Harmon, Bennie Calloway and John Mooney recorded as voting for the motion.
The board also approved a FY2020 third-party operations service agreement with Resource Management Systems Inc. (RMS) for operation of the Ben Hill Transit System. Commissioner Bennie Calloway moved and Vice-Chair Hope Harmon seconded the RMS contract motion; the minutes record the motion passed with Commissioners Calloway, Harmon, Daniel Cowan and John Mooney voting in favor.
In personnel actions, Commissioner John Mooney moved to appoint Brandon Fletcher as Ben Hill County Emergency Management Agency (EMA) Director and Sheriff Lee Cone as EMA Deputy Director; Vice-Chair Hope Harmon seconded and the motion passed with Commissioners Mooney, Harmon, Calloway and Cowan voting for the motion.
County Manager Michael Dinnerman told the board the county is financially sound and has not needed to borrow Tax Anticipation Notes this year, noting that by the same time last year the county had borrowed $1.5 million in TAN. Dinnerman said E911 installations should be complete by the end of the week and that county staff are still working to recover the sheriff’s department data after a cyber attack; he also reported receipt of a USDA grant to buy 24 computers for the sheriff’s office, the jail and E911.
Dinnerman said he met with Fitzgerald City Administrator Cam Jordan, Vice-Chair Hope Harmon and a Census Bureau representative to organize a Complete Count Committee for Fitzgerald and Ben Hill County, emphasized that Census responses are confidential and said a kickoff meeting would be scheduled soon.
The board voted to enter an executive session to discuss pending litigation and later voted to close the executive session and re-enter the regular meeting. Chairman Steve Taylor announced the July monthly meeting would be held on July 2, 2019, and the meeting adjourned.
