Ben Hill County commissioners approve school bond levy, transportation grant application and hazard plan update

BEN HILL COUNTY, Ga. — The Ben Hill County Board of Commissioners on Dec. 3 adopted four resolutions to authorize a federal transportation grant application, levy taxes to pay a school bond issue, name a legislative coordinator and update the county's hazard mitigation plan.
Vice‑Chair Hope Harmon moved to adopt a resolution authorizing the filing of an application with the Georgia Department of Transportation and the U.S. Department of Transportation for public transportation assistance under Title 49 U.S.C., Section 5311; Commissioner Bennie Calloway seconded the motion, which passed with Commissioners John Mooney, Hope Harmon, Bennie Calloway and Daniel Cowan voting in favor.
Commissioner John Mooney moved to adopt a tax levy resolution to provide funds for payment of principal and interest on $24,680,000 in aggregate principal amount of the Ben Hill County School District general obligation bonds, series 2019. Vice‑Chair Hope Harmon seconded and the motion passed with the same four commissioners voting for the measure.
The board also adopted a resolution designating Vice‑Chair Hope Harmon as the county's ACCG county legislative coordinator, a procedural designation for coordinating legislative priorities with the Association County Commissioners of Georgia. Commissioner Daniel Cowan moved the designation; Commissioner John Mooney seconded and the motion carried.
Commissioner Mooney moved to adopt the Hazard Mitigation Plan Update Resolution; Vice‑Chair Harmon seconded and the board approved the update. Minutes record the action as an adoption of the updated hazard mitigation plan.
County Manager Michael Dinnerman reported he and CFO Darlow Maxwell have been working on the 2020 budget and provided a rough draft to each commissioner. A workshop to review the proposed budget has been scheduled for Dec. 5 at 11:00 a.m. in the commissioners' office. At the meeting's close Dinnerman said the budget timeline had been pushed back earlier because the county's server and the internet were down.
The minutes record no constitutional officer reports, department head reports, county board reports, annexations, rezoning or alcohol applications, and there were no public comments recorded. Commissioner John Mooney thanked CFO Darlow Maxwell for his work on the budget; Vice‑Chair Hope Harmon thanked Sheriff Lee Cone and Chief Bill Smallwood for conducting a Neighborhood Watch information meeting.
The meeting adjourned after the recorded business.
