Ben Hill County adopts budget amendment, approves $1M TAN and joint CDBG submittal

At its March 3 meeting the Ben Hill County Commissioners unanimously approved a 2019 budget amendment, authorized a $1 million Tax Anticipation Note at 3.75% and adopted a joint FY 2020 CDBG submittal with the City of Fitzgerald for Monitor Enrichment Center improvements; several intergovernmental funding and operational updates were also approved.
Ben Hill County commissioners meeting March 3 approved a slate of routine financial and operational measures that the county said will support services and facilities for 2020.
Commissioner John Mooney moved, and Vice-Chair Hope Harmon seconded, approval of a 2019 Budget Amendment Resolution. The motion passed with Commissioners John Mooney, Hope Harmon, Bennie Calloway and Daniel Cowan recorded as voting for the motion.
The board adopted a Tax Anticipation Note (TAN) resolution to secure a revolving bank line of credit for $1,000,000 at a 3.75% fixed interest rate, to be obtained from Community Bank of Fitzgerald and Colony Bank of Fitzgerald and payable on or before Dec. 31, 2020. Commissioner John Mooney made the motion; Vice-Chair Hope Harmon seconded and the motion passed.
County Manager Michael Dinnerman told the board that “The County finances are in good shape and we are doing quite well,” and noted the county has applied for eight grants for the Road Department and that the Elections Department has moved into a new building.
The commissioners adopted a FY 2020 CDBG Submittal Resolution to submit a joint application with the City of Fitzgerald to seek Community Development Block Grant funding for public facility improvements to the Monitor Enrichment Center on Monitor Drive. County staff stated there were no potential conflicts of interest to disclose at the meeting.
The board also approved an Authorization Agreement Resolution and an intergovernmental agreement (IGA) with the City of Fitzgerald to provide additional funding for the Department of Leisure Services (DLS), including funding the swimming pool for the 2020 season and rolling back participation fees; the motions passed.
Operational measures included adoption of an updated Ben Hill Transit vehicle maintenance policy changing spark plug replacement intervals from 90,000 to 100,000 miles and setting transmission service intervals at 100,000 miles.
All motions noted in the minutes were described as passing by recorded affirmation of the commissioners present; the minutes do not record any dissenting votes for these items.
