Ben Hill County managers report stronger fund balances; commissioners ratify courtroom camera contract and adopt conflict-of-interest policy

At the Sept. 8 meeting of the Ben Hill County Commissioners, County Manager Michael Dinnerman reported that the county’s General Fund cash position is up by about $1.36 million from last year and that LOST and SPLOST revenues are ahead year‑to‑date. Dinnerman noted COVID‑19–related expenses and some lost court revenue but added that the county has received CARES Act funds and that "all in all, we are healthy."
The commissioners also recorded a notice of annexation from the City of Fitzgerald for property at 125 Benjamin H. Hill Drive SW; no action on the annexation was taken at the meeting. Keith Morris, director of the Department of Leisure Services, told the board that youth football and soccer seasons were planned to proceed that fall, with participation lower than in some other counties.
On administrative items, the board ratified a contract with S&L Integrated to install a courtroom camera system and software; the minutes do not list the contract dollar amount. The commissioners adopted a Conflict of Interest Policy applicable to federal awards exceeding $750,000, and they approved a Surplus Property Resolution for the Road Department that had been added to the agenda. Commissioner Daniel Cowan nominated Vice‑Chair Hope Harmon as the ACCG 2020 voting delegate; the nomination was recorded in the minutes.
Vice‑Chair Hope Harmon used her commissioner’s remarks to thank the community for support of a CDBG grant awarded for the Monitor Center. The meeting then adjourned; the minutes were signed by Chairman Steve Taylor and County Clerk Donna R. Prather.
