Code Enforcement Director Jason Whiddon introduced a rezoning application by Prudencio Reynoso for .66 acres at 56 North Elm Street, proposing a change from C (Commercial) to W-LI (Warehouse Light Industrial) to manufacture cargo trailers. The Planning Commission reviewed the application on April 20, 2023 and recommended denial; county staff likewise recommended denial, citing nearby residences and concerns about aesthetics and compatibility with surrounding uses.
Attorney Jared Roberts, speaking on behalf of Mr. Reynoso during a public hearing, urged approval and characterized the proposal as a small workshop that would create local jobs and noted existing commercial zoning and access to Highway 221. "This would be a small workshop operation and would create jobs in this area," Roberts said. After closing the public hearing, Vice-Chairman Jimmy Kitchens moved to reject the rezoning application; Commissioner Johnny Wayne Jowers seconded and the commission unanimously voted to deny the request.
Whiddon also presented the first reading of a rezoning request by Javier Guerrero for 5.96 acres at 1493 Old Nicholls Road in Nicholls, seeking to change zoning from R2 (Residential, State Park Overlay) to PD (Planned Development) to build migrant housing. The Planning Commission, which met May 18, 2023, recommended denial and staff echoed concerns, citing proximity to existing residences and road conditions; because this was a first reading, no final action was taken.
The board recorded no conflicts of interest among commissioners during either item.
