County Administrator Wesley Vickers told commissioners the General Fund increase of $1,099,000 covers several mid‑year needs, including a courtroom audio/visual purchase he described as roughly $374,000, road department equipment, a mid‑year cost‑of‑living adjustment and employee benefits. "There is an increase in the General Fund of $1,099,000.00," Vickers said. He added that the audio/visual equipment purchase "will be reimbursed from grant funds."
The board then ratified an agreement with BIS Digital for upgrades to Superior Courtrooms A and B and the Jury Assembly Room. "The cost of the upgrades is $373,500.00," the agenda packet states; the county will pay the vendor and be reimbursed by grant funding, according to Vickers. Commissioner Johnny Wayne Jowers moved to ratify the BIS Digital agreement; Vice‑Chairman Jimmy Kitchens seconded and the vote was unanimous.
The action followed an earlier presentation from Vickers outlining the specific fund increases: an Income Premium Tax Fund increase of $330,000 and an E‑911 fund increase of $75,000. The board approved the mid‑year amendments by motion from Commissioner Oscar Paulk, seconded by Commissioner AJ Dovers.
Next steps: the BIS Digital agreement is ratified and the county will proceed with procurement and grant reimbursement as described by county staff. The board adjourned at 9:45 a.m.
