Coffee County holds first readings on surface‑mining and ground‑mounted solar ordinances to add buffers and decommissioning rules

The Coffee County Board of Commissioners received first readings on two land‑use text amendments on Oct. 2. Code Enforcement Director Jason Whiddon presented proposed language changes to the surface‑mining ordinance and to the ordinance covering utility substations and ground‑mounted solar energy systems.
For the surface‑mining text amendment, Whiddon said the proposal would remove the current Item #2 and replace it with a 25‑foot minimum buffer between the affected area and property lines, and a 50‑foot minimum buffer when the affected area is adjacent to a road or an occupied structure. Whiddon said the proposal would mirror the state ordinance. For the solar/substation ordinance (Ordinance #5‑49), Whiddon said the county is adding buffer protections for adjoining property owners and building in requirements for decommissioning financial assurance and liability insurance to ensure protection "25 years from now."
Both items were presented as first readings; the board was asked to review the proposed language and return questions or suggested edits for future consideration. No vote on final adoption occurred at the Oct. 2 meeting.
