Hardin County commissioners approve grant application, multiple contracts and sheriff vehicle purchases

Hardin County Commissioners Court on Feb. 25 approved a series of routine fiscal and contracting items, adopted a grant-resolution for sexual assault services and authorized vehicle trades and purchases for the sheriff’s office.
The court adopted Resolution 8-25 authorizing submission of the Sexual Assault Prevention and Crisis Services (SAPCS) State two-year grant application (2026–2027) to the Office of the Attorney General. The application, presented by Commissioner Chris Kirkendall, requires no local match and was approved by unanimous vote.
County officials also approved administrative contracts and purchases: the District Clerk was authorized to execute Contract No. TXMAS-23-92001 with Kofile Technologies, Inc. for preservation of dockets and minutes books at a contract value of $25,143.48 to be paid from the District Clerk Preservation Fund. The County Attorney was authorized to execute Proposal #111280v1 with Miratech for HotDocs software for $1,008.00 to be paid from the Child Protective Services budget line. The court also approved Amendment No. 2 with LJA Engineering, Inc. for the Community Development Block Grant Saratoga Road Improvements project and authorized a construction contract with LZ Services, LLC for parking lot improvements.
Health Department invoices to Stokes Tire & Service totaling the approved amounts for replacement tires on county vehicles were paid from grant funds after the clerk noted a corrected invoice and amount for one item. The court approved a reimbursement request of $1,382.00 to Leah Hicks for an AI note-generation software purchase used under the CSCD Mental Health grant, as presented by Chief Kevin Cummings of Adult Probation.
Sheriff Mark Davis requested and the court approved trading four Chevrolet Tahoe PPV vehicles toward the purchase of three Chevrolet Silverado PPV trucks through the Good Buy cooperative purchasing program. The total purchase price after trade-ins is listed as $169,443.00 to be charged to the county’s Auto Purchase line item.
One nonroutine calendar item — a City of Silsbee request to sell nine properties bid in trust and relinquish any portion of proceeds owed to Hardin County — was TABLED for later consideration.
The court also approved routine financial business: minutes from the Feb. 11 meeting were approved; the cash statement and quarterly financial report for the quarter ending Dec. 31, 2024, were accepted; and the auditor’s presented bills and FY24 budget amendments and transfers were approved.
The court concluded routine business, opened for non‑agenda reports from elected officials and department heads, and adjourned following a unanimous motion to close the meeting.
The next procedural step indicated in the minutes is implementation of the contracts and budget amendments approved; no additional hearings or contested votes were recorded on these items.
