Board approves two FY2025 budget changes, schedules second public hearing June 27

At the first of two public hearings on the proposed Fiscal Year 2025 budget, Assistant Chief Financial Officer Amanda Schoonover presented Fayette County’s projections and two discrete personnel-related adjustments that the Board approved on June 13, 2024.
Schoonover said the county’s projected total fund balance for FY2025 was $30.7 million, which included a $19.9 million Stabilization Fund and left an unassigned fund balance of $2.4 million. She told commissioners the proposed budget showed a $403,203 positive impact to the General Fund and noted that two personnel items required individual Board votes.
The first motion, moved by Vice Chairman Edward Gibbons and seconded by Commissioner Charles W. Oddo, approved a $12,338 allocation to provide Public Defender staff with a 6.25% merit increase (the maximum under the proposed forced merit policy). The motion passed with a 3-0-1 tally; Commissioner Charles D. Rousseau abstained and Commissioner Eric K. Maxwell was absent.
The second motion approved an additional promotion within the Sheriff’s Office (Captain to Major) with an associated $12,507 increase that would bring total Sheriff promotions to eight; the motion passed by the same 3-0-1 margin. Schoonover and County Administrator Steve Rapson noted the Board could defer votes until the second public hearing but historically had approved individual changes as they were presented.
The Board scheduled the second public hearing and budget adoption for June 27, 2024. The budget presentation also noted a pending ARPA adjustment of $65,000 for State Court and other technical changes to be reflected at the final hearing.
