Fayette County updates floodplain code to preserve FEMA Community Rating System Class 6 discount

Fayette County approved a revision to its Floodplain Management ordinance on Oct. 24 to align with changes in the Federal Emergency Management Agency’s (FEMA) Community Rating System (CRS) manual.
Environmental Management Director Bryan Keller said the CRS manual’s 2021 updates raised the regulatory standard and the county’s ordinance needed one textual change — removing the word "either" and replacing "or" with "and" in Sec. 104-87.4(b) — to meet the requirement in code as well as in practice. Keller said county practice had already met the new standard, but the ordinance language needed correction to retain the county’s CRS Class 6 rating, which qualifies residents for a 20% flood insurance discount.
Commissioner Charles Rousseau asked how the county advertises the discount; Keller said information is on the county website and the discount is applied automatically when residents apply for insurance. Vice Chairman Edward Gibbons moved to approve the revision; Commissioner Rousseau seconded and the motion passed 3-0.
The change is intended to maintain the county’s CRS rating and preserve associated insurance savings for eligible property owners.
