Fayette County approves IGA with Clayton County to advance South Jeff Davis roundabout project

The Fayette County Board of Commissioners on Oct. 24 approved an intergovernmental agreement (IGA) with Clayton County to advance a roundabout project at South Jeff Davis, County Line, Inman and North Bridge Roads that was initiated under the 2004 SPLOST (R-8A).
Public Works Director Phil Mallon said the IGA assigns responsibility to Fayette County to fund the project in full except for right-of-way acquisition and certain roadway improvements (sidewalks, curb and gutter) located inside Clayton County. Mallon said Clayton County would reimburse Fayette County for work conducted within Clayton’s jurisdiction. When asked whether Clayton County had already signed the agreement, Mallon said he believed it had not yet been signed but that their attorney had reviewed it.
Commissioner Charles Rousseau asked whether Fayette County could be exposed to hardship if Clayton did not approve the agreement; Mallon said the project would need reevaluation because Fayette could not proceed without access to Clayton County right-of-way. When asked if he was comfortable proceeding without a signed agreement, Mallon responded, "yes he was." The Board approved the IGA 3-0.
The agreement advances design and procurement steps for the roundabout but contains conditions tied to Clayton County approvals and right-of-way access.
