Autauga County approves AED purchase from opioid settlement funds, personnel moves and motor-grader leases

At its Nov. 18 meeting the Autauga County Commission approved a cluster of operational items, including seeking $32,727.25 in opioid-settlement funding through the Alabama Sheriff's Association to purchase automated external defibrillators (AEDs) for patrol vehicles.
Commissioner Rusty Jacksland moved to apply for the settlement funding; Commissioner Terry Tanner seconded the motion, which carried unanimously. The minutes list the funding amount as $32,727.25 and identify Act 2025-255 as the settlement source.
The commission also approved several personnel actions in the sheriff's office: promotion of Ryan Holena from sergeant to lieutenant (grade PS306, step 1), promotion of Richard Dorman from corporal to sergeant (grade PS305, step 1), and promotion of John Daniel from deputy to corporal (grade PS304, step 1), each effective Nov. 8, 2025, and each approved by unanimous vote. Several resignations were accepted and replacements authorized; the minutes note hires contingent on background/drug testing where applicable.
Jail Warden Larry Nixon discussed the County-City Metro Jail Agreement, which expired Sept. 30, 2025; the warden recommended incorporating county intake and health forms and clarifying language. The minutes record the discussion but show no formal vote on a revised agreement at this meeting.
On procurement, the commission suspended the rules and approved two lease agreements with Thompson Caterpillar for 2026 motor graders, authorizing County Engineer John Mark Davis to sign the agreements on the county's behalf. Motions on the leases carried unanimously.
Other administrative approvals included budget transfers for gasoline use (total $6,218.92 from the General Fund and $319.63 from the Reappraisal Fund), solid waste exemption renewals and new exemptions (listed in two batches), and approval of the County ABC license fee related to Acts 405 and 413. The meeting adjourned and was set to reconvene Dec. 2, 2025 at 5:00 p.m.
