Councilmember Margaret Lorrah (recorded in the minutes as "M. Lorrah") moved the payment and Councilmember Monica Elliott seconded; the motion passed by a 5‑0 tally. The payment was listed as Application for Payment No. 12, period ending July 31, 2025.
