Freemansburg council approves reappointments, accepts audit and agrees to help pay for fire garage door

Freemansburg Borough Council on Jan. 21, 2025 approved a slate of routine reappointments and administrative motions, accepted the borough’s 2023 municipal audit and voted to assist the volunteer Fire Department with half the cost of a new garage door.
Council reappointed a number of municipal contractors and officials for 2025 by resolution, including the Borough Solicitor (James Preston of Broughal & DeVito, Res. #2025-001), Borough Engineer (Justin M. Coyle, Carroll Engineering, Res. #2025-002), Sewage Enforcement Officer Thomas Knoll (Res. #2025-003), independent auditors France, Anderson & Basile (Res. #2025-004), and others. Most reappointments passed unanimously where tallies are recorded. Resolution #2025-008 to reappoint David Zmijewski to the Council Vacancy Board passed 4-1 with Council Member Charles Derr recorded as voting no.
Administrative business included motions to pay bills dated Jan. 21, 2025 (moved by Council Member Margaret Lorrah, seconded by Council Member Monica Elliott; listed as PASS 5-0) and acceptance of the 2023 Municipal Annual Audit (motion by M. Lorrah, seconded by J. Smith; PASS 5-0). The minutes note a Grow NORCO grant award letter for $10,000 toward additional amphitheater seating as informational.
The council approved removing a handicap parking sign at 439 New Street for noncompliance with renewal requirements (motion passed 5-0). The meeting record also shows Council authorized advertising Ordinance #2025-002 to fix council and mayor yearly salaries and approved the Dec. 17, 2024 meeting minutes.
After an executive session on litigation, property acquisition and personnel, council reconvened and passed a motion requiring Lisa Mack to use an email signature that includes her title of CFO (PASS 5-0). Council also voted to assist the Fire Department with 50% of the cost of a new garage door; that motion passed 4-1 with Council Member Monica Elliott recorded as abstaining in the minutes.
Several department reports and informational items were reviewed: the Fire Company’s December call run report; Public Works December report and 2024 summary; Whitetail Disposal’s December service overview; a Parks & Recreation notice that Barb Dziura will step back from organizing events; and the Police Department monthly report, which the minutes note was to be distributed.
The open meeting adjourned at 7:33 p.m.; an executive session followed from 7:37–8:36 p.m., and the open meeting reconvened and adjourned at 8:52 p.m.
