Resident offers OFA check; borough says it cannot accept the donation without board authorization

During public comment at the Borough of Freemansburg council meeting on March 4, resident Jeff Zettlemoyer presented a check for $8,978.03 he said was from the Old Freemansburg Association (OFA) and a separate $72.00 bill for accumulated fees.
Borough Manager Jonathan Itterly asked what type of organization OFA was; Zettlemoyer replied, "A Non‑Profit." Itterly told Zettlemoyer that the borough could not accept the check unless it was authorized by the OFA Board of Directors. OFA member Beth Zeminski, who attended the meeting, said the disbursement had not been authorized and that she and Lynn Rogers are the association's authorized signatories; Zettlemoyer handed the check to Zeminski.
Zettlemoyer also said his current organization is seeking vacant land and structures for a first‑time homebuyer program and that he would forward program information to the borough. He offered a formal apology to council for a previous matter in which he had been accused of notifying HUD about alleged payroll irregularities related to a CDBG grant oversight role he had performed for the borough.
The council did not accept the check at the meeting and entered the matter into the record for the OFA to resolve internally.
