Elk County commissioners approve 2025 budget amendments, equipment reserve transfers and sheriff vehicle purchase

Elk County commissioners on Dec. 8 approved 2025 budget amendments and a series of transfers to equipment reserve funds, authorized Rural Fire spending and approved the sheriff’s vehicle purchase in actions that passed unanimously.
Chairman Doug Hendricks opened a budget amendment hearing at 1:00 p.m., during which commissioners considered changes affecting the County General, Ambulance, Health and Employee Benefits funds prepared by Jarrod, Gillmore and Phillips. Commissioner Jake Liebau moved to adopt the amendments and Commissioner Perry Russell seconded; the motion carried 3-0.
The board then convened its regularly scheduled meeting at 1:40 p.m. and approved the Nov. 24, 2025 regular meeting minutes on a 3-0 vote. Commissioners approved a $17,000 transfer from the Appraiser’s operating budget to the Appraiser Equipment Reserve Fund (motion by Commissioner Perry Russell, second by Commissioner Jake Liebau).
Public Works Supervisor Don Sanders reported that the Department of Agriculture inspected the Noxious Weed Department with no findings. The board approved transfers to the Road Equipment Reserve Fund of $72,000 from the Road budget and $27,000 from the Noxious Weed budget (motions carried 3-0).
Register of Deeds Stephanie Ollenborger reported 44 instruments recorded in November, with deposits of $2,238.25.
Rural Fire Chief Todd Winscher requested permission to extend construction of an item the minutes refer to as the “Hemit.” The board authorized Rural Fire to spend $31,000 on that project and approved a $47,000 transfer from the Rural Fire budget to the Rural Fire Special Equipment Reserve Fund; both motions passed 3-0.
The board approved the sheriff’s request to purchase a 2026 Toyota Tundra for $57,503 (motion passed 3-0).
After a short recess, commissioners approved warrants totaling $83,894.20 and payroll totaling $270,768.92. The board recessed into three executive sessions (for non-elected personnel at 2:31 p.m. and 2:42 p.m. and for legal matters at 2:53 p.m.) with County Counselor Paul Dean present; each return to open session produced no formal action. The meeting adjourned at 3:01 p.m.
What happens next: A meeting on real estate at 1285 Evergreen in Moline is scheduled for next week, and routine departmental reports will continue to appear on future agendas.
