Four County Mental Health returns property to Elk County; county to sponsor CBDG grant

Greg Hennen of Four County Mental Health told the Elk County Board of Commissioners on Jan. 26 that Four County no longer needs the parcel on Elk Street adjacent to the county EMS/Health Department and presented a Kansas quitclaim deed conveying the property back to Elk County.
Hennen asked that Elk County serve as sponsor for a Community Development Block Grant (CBDG) application on Four County’s behalf; commissioners agreed to act as sponsor and the record states the sponsorship will not cost the county anything. Hennen also submitted his retirement letter earlier in January, according to the meeting record.
The presentation to the board included the physical quitclaim deed as the instrument effecting the transfer. No formal vote on acceptance of the deed is recorded beyond the presentation; commissioners acknowledged the transfer and the county’s role as grant sponsor during the meeting.
The board did not record additional conditions or financial obligations tied to the sponsorship in the meeting minutes. The county clerk’s minutes reflect the exchange and Hennen’s retirement notice.
