Rawlins County, Atwood officials meet on communications agreement and jail-fee MOU; action deferred to Dec. 1

At a Nov. 20, 2025 special session in Atwood, the Rawlins County Board of Commissioners met with City of Atwood officials to discuss a Communications Agreement, a Communications Standard Operating Plan, a memorandum of understanding on jail fees and a Road and Bridge lease. The meeting opened at 6:00 p.m. and adjourned at 6:25 p.m.
Commissioner Alan A. Solko called the meeting to order. Commissioner Mark Mosley moved to approve the agenda; Commissioner Solko seconded the motion, which the board carried. The joint meeting included Commissioners Solko, Mosley and Lincoln Pochop; County Attorney Chris Rohr; County Clerk Rachel Finley; Deputy County Clerk Renee Sagel; Atwood Mayor Janet Stice; City Council Members Sandy Mulligan, Diana Tongish, Dietrich Kastens and Dakota Dunker; City Attorney Charles Peckham; Sheriff Cat Wahrman; Dispatcher Tonya Berg; and Chief of Police Brian Withington.
Officials discussed the Communications Agreement and an associated Communications Standard Operating Plan that govern interagency radio and dispatch operations, the MOU that would set terms for jail fees between the county and city, and a Road and Bridge lease. The transcript records that county and city attorneys and public-safety leaders participated in the conversation but does not record specific proposed language changes, dollar figures, vote counts on substantive items or other final decisions.
County Attorney Chris Rohr will revise the Communications Agreement and the MOU on jail fees and present those updated documents to the Rawlins County Board at its next regular meeting on Dec. 1, 2025, for consideration. No formal vote on the agreements occurred during the Nov. 20 special session. Commissioner Mosley moved to adjourn; Commissioner Lincoln Pochop seconded and the board adjourned at 6:25 p.m.
The county clerk's office will have the revised documents posted with the Dec. 1 agenda when they are filed. The county did not record any other formal actions or ordinance readings during the Nov. 20 meeting.
