Rawlins County and Atwood officials schedule follow-up on communications and jail agreements

The Rawlins County Board of Commissioners met in a special session with City of Atwood officials on Nov. 10, 2025, to begin negotiations on joint agreements covering communications and jail services. Commissioner Alan A. Solko opened the meeting at 5:30 p.m. and said the purpose of the session was to discuss those intergovernmental agreements.
Commissioner Mark Mosley moved to approve the meeting agenda; Commissioner Lincoln Pochop seconded and the motion carried. Participants at the meeting included Commissioners Alan A. Solko, Mark Mosley and Lincoln Pochop; County Attorney Chris Rohr; County Clerk Rachel Finley; Atwood Mayor Janet Stice and City Council members Sandy Mulligan, Diana Tongish, Dietrich Kastens, Dakota Dunker and Mark Vrbas. Law-enforcement representatives attending included Sheriff Cat Wahrman, Chief of Police Brian Withington and Dispatcher Tonya Berg.
The officials discussed the structure and administration of proposed Communications and Jail services agreements and agreed to continue detailed negotiations. The boards also agreed that the Road & Bridge lease should be administered through the Airport Board so it aligns with how other leases are handled. No formal agreement or final vote on the Communications or Jail memorandum of understanding (MOU) was recorded at this session.
Both bodies agreed to reconvene at 6:00 p.m. on Nov. 20, 2025, to continue discussions specifically on the Communications and Jail MOU. Commissioner Lincoln Pochop moved to adjourn at 6:36 p.m.; Commissioner Mark Mosley seconded and the motion carried.
Actions taken during the Nov. 10 meeting were procedural: approval of the meeting agenda and formal adjournment. Substantive decisions about the Communications and Jail agreements were deferred to the Nov. 20 follow-up meeting.
