Rawlins County approves state-backed recycling baler purchase and associated electrical work

Rawlins County commissioners authorized purchases related to the county recycling program during their Sept. 15 meeting, approving a grant-funded baler and payment for its electrical installation.
Landfill/Recycling supervisor Corey Castens told the board he and Deb Minkler secured a state recycling grant that covers 75% of the baler invoice; the county is responsible for the remaining 25%. Castens requested approval to pay $20,183.53 for the baler and $5,664.63 for electrical work previously quoted by the late Gary Solko. Commissioner Alan A. Solko moved to approve payment of both amounts from the Recycling Equipment Fund; Commissioner Lincoln Pochop seconded and the motion carried.
Castens also reported facility maintenance needs: a leaking window in the south corner of the recycling building (Finley Energy quoted $700 to replace it) and a $28,000 quote from Vap Construction for roof repairs. The commissioners and Castens agreed to submit the roof question to KCAMP (the county insurance pool) to determine coverage before proceeding. The board asked Castens to contact Miller & Associates about warranty work related to concrete crushing and Cahoj Earthmoving.
The minutes record the approvals as 'motion carried' but do not include individual roll-call votes. The purchases will proceed from the Recycling Equipment Fund pending administrative processing.
