Rawlins County commissioners adopt new flat meal reimbursement rates for employees

The Rawlins County Board of Commissioners voted Sept. 15 to change the county’s employee meal-reimbursement policy, adopting flat per-meal rates and eliminating a prior tiered approach.
Commissioner Mark Mosley moved to rescind the earlier reimbursement motion and to set rates at Breakfast $15, Lunch $15 and Supper $25, with a $55-per-day maximum and no receipts required; Commissioner Lincoln Pochop seconded and the motion carried. The policy takes effect Sept. 1, 2025.
Appraiser Alicia Baumfalk had asked the board earlier in the meeting for clarification about reimbursements when an employee needs payment for a single meal rather than a half- or full-day allowance. The board’s motion replaces the previous guidance and standardizes reimbursements across departments.
County officials did not record a roll-call tally in the minutes; the minutes state only that the motion carried. The change will affect county payroll and travel reimbursements going forward; county staff did not provide a fiscal estimate of the budgetary impact during the meeting.
The commissioners handled the motion as part of routine business during their regular Sept. 15 meeting at the Rawlins County Courthouse. The board also addressed other items including equipment purchases for the recycling program and a bridge project approved through a state program.
