Rawlins County approves $6,999.79 Public Health bad-debt write-off; discusses appraiser payout and landfill support for daycare

At the Aug. 15 meeting the Rawlins County Board of Commissioners approved writing off $6,999.79 in bad patient debt from county Public Health accounts and addressed multiple administrative items.
Public Health Director Jennifer Hurst presented a list of patient accounts from 2017–2023 with bad debt totaling $6,999.79 and asked the board to approve writing off the amount. Commissioner Lincoln Pochop moved to write off the debt, Commissioner Mark Mosley seconded, and the motion carried.
Appraiser Alicia Baumfalk brought forward a question about how to calculate sick and vacation payout. County Attorney Chris Rohr, participating by phone, had emailed that prior contract language is silent on accrual and payout and advised the payout should follow a 40-hour per week calculation consistent with other county employees; the Commissioners deferred a final decision until the next meeting.
Building Blocks Daycare director Deb Minkler reported demolition is complete and rebuilding will begin in September; because the project is slightly over budget, the daycare will apply for additional grants. Minkler requested a landfill fee waiver or discount; the Commissioners agreed to allow the first three to four loads from a hydraulic dump trailer to be free.
Other items discussed during the meeting included landfill warranty work, Recycling Center roof patching and scheduling a household hazardous waste collection in Oct. or Nov. 2025.
