Rawlins County commissioners approve $0.70 mileage rate and several equipment purchases

The Rawlins County Board of Commissioners on July 15 voted to match the state mileage reimbursement rate of $0.70 per mile, approved a series of department equipment purchases and set a budget workshop for July 16.
County Clerk Rachel Finley told commissioners the state rate increased to $0.70 per mile effective July 1, 2025. Commissioner Lincoln Pochop moved to raise the county reimbursement to $0.70 per mile effective July 1, 2025; Commissioner Mark Mosley seconded and the motion carried.
Road and Bridge staff reported routine operations and personnel updates. Mark Loop said a candidate they planned to hire did not work out, crews are preparing a chip seal project and are currently blading and mowing. Wayne Lanning told the board the department is having problems with its copier and requested approval of a $3,900 quote from Office Works; Commissioner Pochop moved to approve the purchase, Commissioner Mosley seconded and the motion carried. Commissioners and Road and Bridge staff reviewed the Road Foreman job description and asked County Clerk Rachel Finley to place a job advertisement with a starting salary of $45,000 per year.
Kelsey Wahrman representing RFD No. 1 asked the board to approve purchase of a water tank for the department’s recently received forestry truck. Commissioner Alan A. Solko moved to approve the $15,323 purchase plus freight from Weis Fire from the RFD No. 1 Equipment Fund; Commissioner Pochop seconded and the motion carried.
Maintenance Director Stacey Mentlick reported on a recurring leak in the Treasurer’s Office and suggested moving the HVAC unit from the third floor to the first floor as a possible remedy. Mentlick also presented a $2,500 bid from New System Windows to clean courthouse windows (inside and outside) on a Saturday; Commissioner Mark Mosley moved to accept the bid, Commissioner Pochop seconded and the motion carried. The board discussed an invoice from CAR Specialists alleging a rock struck a parked vehicle during recent mowing; commissioners said the invoice would not be paid until they consult County Attorney Christopher Rohr.
Commissioner Mark Mosley moved to authorize Landfill Supervisor Corey Castens to sign a contract with Eberle Construction to crush concrete at the landfill; Commissioner Alan A. Solko seconded and the motion carried. Routine business included approval and signing of the July 1 minutes and an abatement from the Appraiser’s Office, both approved by motion.
During public comment, Amy Mosley read a letter and asked the board to consider her remarks as a citizen; Commissioners Solko and Mosley and Register of Deeds Janice Bohme offered brief responses. Atwood Township representative Dakota Dunker said the township is working on a tax-exemption application and plans to meet with Appraiser Alicia Baumfalk and County Attorney Christopher Rohr with questions.
The board scheduled a 2026 budget workshop for 9:00 a.m. on July 16, 2025, on the courthouse second floor and set the next regular meeting for Aug. 1, 2025 at 9:00 a.m. The meeting adjourned at 9:55 a.m.
