Rawlins County commissioners approve equipment repair and multiple agreements; hear updates on roads, landfill and county offices

At their Aug. 1 meeting, the Rawlins County Board of Commissioners approved a $5,400 hydraulic-pump rebuild for a county grader, signed agreements including one with WorkforceONE and authorized a school nursing-services contract with USD 105. Commissioners also heard departmental updates on roads, the landfill and county operations.
The Rawlins County Board of Commissioners met Aug. 1, 2025, in the Rawlins County courtroom and approved routine business while receiving updates from county departments and outside presenters.
Road and Bridge Superintendent Wayne Lanning told commissioners the Klein Bridge project and scheduled chip-seal work remain active and that the county’s John Deere motor grader needs a hydraulic pump rebuilt. Commissioner Lincoln Pochop moved to have Con Equip rebuild the pump for $5,400.00; Commissioner Mark Mosley seconded and the motion carried. Commissioners and Lanning also discussed the prospect of hiring a mechanic, a washout between the Rawlins County Health Center and the Columbian Hall, and general dirt-road maintenance priorities.
Darren Booth presented the Theel/Freedom Claims 2nd Quarter Savings report; the board discussed the report but recorded no separate action on it. Deb Scheibler presented an agreement with WorkforceONE; Commissioner Pochop moved to sign the agreement, Commissioner Mosley seconded, and the motion carried.
Appraiser Alicia Baumfalk briefed the board on county inspections and said she will be out next week for training in Wichita. Baumfalk and the commissioners discussed remaining sick and vacation hours and the possibility of payout; the board asked Baumfalk to return on a future agenda to continue that discussion.
Landfill supervisor Corey Castens reported that more than two inches of rain had produced a funnel path along a culvert at the landfill. Castens said the contractor Cahoj’s remains responsible for the culvert work for one year; County Attorney Chris Rohr and the commissioners agreed to invite Miller & Associates and Cahoj’s to the next meeting to resolve the matter.
On routine business the board approved minutes for July 15 and July 16, 2025, accepted July 2025 vouchers, authorized an abatement from the Appraiser’s Office and approved Resolution 2025-07 implementing 2024 end-of-year transfers. The commissioners discussed an hourly-rate change for school nursing services and, on a motion from Commissioner Mosley seconded by Commissioner Pochop, authorized Commissioner Solko to sign an agreement between Rawlins County Public Health and Rawlins County USD 105 covering school nursing services.
County Attorney Chris Rohr updated the board on matters including an upcoming tax sale, dispatch and jail fee issues, Atwood Township paperwork and KCAMP; Rohr and the commissioners discussed filing for an Atwood Township exemption with the Board of Tax Appeals. Maintenance Director Stacey Mentlick reported she was still awaiting a bid from Glassman on a building leak.
The board scheduled its next regular meeting for Aug. 15, 2025, at 9:00 a.m. in the Rawlins County courtroom. Commissioner Solko moved to adjourn; Commissioner Pochop seconded and the meeting adjourned at 10:45 a.m.
