Commissioners hear HRRR sign update, decline $28,000 property offer and approve routine business

Rawlins County commissioners on May 1, 2025 received an update from Road & Bridge, declined a $28,000 offer on county property and completed routine administrative business including vouchers and abatements.
Mark Loop of Road & Bridge told the board crews are elevating County Road 465 south of Midway and have completed about five miles. Loop said recent design changes to the HRRR project reduced costs; he reported the county may use up to $500,000 and estimated the sign component at roughly $385,000 covering about 109 miles. He said sign bids were pushed from August 2025 to October 2025 because of sign design complications. The commissioners discussed equipment needs, hiring and mechanic work on mowers and trucks.
Diana Skiles of Pine Branch Real Estate reported a $28,000 offer for a lot on Highway 36. Commissioners discussed removing a carport from the lot and directed Road & Bridge to move the carport if necessary. The board decided to decline the $28,000 offer and wait for other offers.
Maintenance Supervisor Stacey Mentlick updated the board on recent events and repairs: parts were ordered for a mower, the courthouse pickup was sent to a service shop for work, Weathercraft had not responded about courthouse siding work, the Good Samaritan job remained undone, and Mentlick reported difficulty finding someone to repair a hole in the tennis court chain-link fence.
Appraiser Alicia Baumfalk said re-inspections will begin this year, that she will be out of the office May 5–7, and that the office vehicle is at Beamgard's for A/C repairs. Baumfalk noted her appraiser reappointment term ends at the end of June. County Attorney Chris Rohr and Baumfalk discussed an Atwood Township BOTA opinion; Rohr said they will work with the Atwood Township board to resubmit parcels for exemption to BOTA and coordinate refiling.
