Rawlins County approves KDHE consent order for landfill, authorizes equipment repair and lists EMS lot for sale

The Rawlins County Board of Commissioners on March 14 approved a KDHE Consent Agreement and Final Order addressing penalties for Landfill Permit 0546, authorized a repair to a county loader, and voted to list the county-owned EMS lot on Highway 36 for sale.
Corey Castens, the landfill operator, told commissioners the county’s 938 loader had a cylinder drip and presented a Foley/CAT quote of $1,107 to replace the seal; the commissioners approved the repair and directed Foley to perform the work. Castens also reported that CAT serviced the compactor and that some oil changes will need to be contracted out because of special tools and setup.
County Attorney Chris Rohr told the board he had reviewed the KDHE Consent Agreement and Final Order and indicated he was satisfied with the language; Commissioner Lincoln Pochop moved to approve and sign the KDHE consent agreement for Landfill Permit 0546 penalties, Commissioner Alan A. Solko seconded, and the motion carried.
During general business the board discussed millings north of the current EMS station and the desire of EMS personnel to retain the carport at the current site. After that discussion, the board voted to list the EMS lot on Highway 36 with Pine Branch Real Estate for $45,000 under a six-month listing agreement.
Other routine approvals at the meeting included minutes from March 3–4, approval of abatements from the Appraiser’s Office, CVR Grant Drawdown No. 4 for $8,390.98, and membership dues for the Kansas County Commissioners Association. Appraiser Alicia Baumfalk received permission to hire a candidate at a starting wage of $16.50; she said the appraisers’ salary budget will need to be increased for 2026.
The transcript records motions as carried but does not include roll-call tallies for most votes. The board also moved its month-end meeting to the first working day of the following month; the next regular meeting is scheduled for April 1, 2025, at 9:00 a.m.
