Rawlins County approves $39,000 corral bid for Pochop Farms; farm to cover $9,000 over grant cap

The Rawlins County Board of Commissioners voted April 29 to accept a $39,000 bid from Rawhide Portable Corral, Inc. for corral equipment for Pochop Farms and approved terms making Pochop Farms responsible for the $9,000 above the county’s CDBG-CVR grant maximum of $30,000.
The sealed bids were opened during the special session. Bids announced were $23,650.00 from Linn Post & Pipe, Inc.; $46,121.18 from MJE Livestock Equipment; and $39,000.00 from Rawhide Portable Corral, Inc. County staff and commissioners reviewed the submissions and determined the low bid from Linn Post & Pipe was not comparable to the other two submissions. County staff advised the grant will pay a maximum of $30,000.
County officials present discussed options with Pochop Farms representatives. After the board confirmed that Pochop Farms would pay the $9,000 difference between the winning bid and the grant cap, Commissioner Alan A. Solko moved to approve awarding the contract to Rawhide Portable Corral, Inc. Commissioner Mark Mosley seconded; the motion carried (vote tally not specified). County Attorney Chris Rohr indicated he would support the decision not to accept the lowest bid on the grounds discussed at the meeting.
County Clerk Rachel Finley presented related grant paperwork later in the session. The board also voted to approve and sign the CDBG CVR Grant Business Agreement Criteria with Pochop Farms during the same meeting; that motion was made by Commissioner Solko, seconded by Commissioner Mosley, and carried (vote tally not specified).
The decision means the county will proceed with the Rawhide Portable Corral vendor for the project and Pochop Farms will be billed or otherwise responsible for the $9,000 over the grant-funded amount. The board noted the bank-account matter raised by Commissioner Solko will be added to the May 1 regular meeting agenda. The special session adjourned at 2:17 p.m.
